NOTICE IS HEREBY GIVEN that the Board of Directors (“Board”) of the East Orange County Water District (“EOCWD”) at its regularly scheduled meeting on November 18, 2021 at 5 P.M., will invite public input regarding the draft trustee area map plan scenarios attached to this notice. Pursuant to Government Code Section 54953(e)(2), and in light of California Governor Gavin Newsom’s declaration of a State of Emergency as a result of the COVID-19 Pandemic, for which State and Orange County Public Health Officials have continued to recommend measures to promote social distancing and/or findings of the Board relative to imminent threats to the health and safety of meeting attendees, there will be no physical in-person location for this meeting. Interested persons will be able to attend and submit comments either by Zoom or by telephone (information below). Any person desiring to make comments, or present information to the Board may do so live on the Zoom videoconference or via telephone during the public hearing, or by e-mailing comments at least 30 minutes prior to the meeting to Sylvia Prado at sprado@eocwd.com. Written comments may also be submitted to the Board, care of Ms. Prado, at the District Office located at 185 N. McPherson Rd., Orange, CA 92869, provided such comments are delivered before the conclusion of the hearing.

This public hearing is part of the statutory process for establishing a “by-trustee area” elections system. In a by-trustee area elections system, the East Orange County Water District would be divided into trustee areas and each member of the Board of Directors would be elected by only the registered voters in the particular trustee area where the Board member resides. The Board of Directors is currently elected using an at-large elections system, in which all Directors are elected by voters of the entire District.
At two previous public hearings, held on August 19, 2021, and September 16, 2021, the District’s demographer received input into the creation of draft trustee area map plan scenarios. By law, the District must conduct at least two public hearings on the map plans before selecting a final by-trustee area election map plan for the election of Directors commencing in November of 2022. This is the first such hearing.
