Ways to Pay Your Bill

Pay Online

Our Online Bill Payment Service allows you the convenience of paying your utility bill online without the hassle of envelopes, checks, and stamps. All payments are secure and encrypted for your protection. Simply select quick pay. Credit cards and e-checks are all accepted forms of payments with a 1% service charge.

Auto-Pay

Avoid service fees by setting up automatic payments using your checking account or credit card, so you never miss a due date. Using this system, customers can avoid additional services fees. Enroll online or contact customer service.

Pay In-Person

Water bill payments are accepted Monday through Friday from 8:00 a.m. to 5:00 p.m. at East Orange County Water District’s administrative office. Payment can be made by cash, check, Visa, MasterCard. There is a 1% Service Fee for all credit card and e-check transactions.

Pay By Mail

Mail your water bill payment stub along with your check using the courtesy reply envelope provided with your bill. If the envelope is missing, the payment to the administration office.

If you’re experiencing financial or medical hardship, help may be available through the California’s Water Shutoff Protect act (Senate Bill 998). If residential customers are having difficulty paying their water bill, this act is designed to help avoid service interruption whenever possible.

Rate Adoption Process

All rates have been adopted by the EOCWD Board according to Proposition 218 requirements. All water rates are reviewed through a rate study and adopted by the Board of Directors at a public hearing. If changes to water rates are proposed, customers are notified in advance and given the opportunity to review the information.

Cost of Service

Water rates are structured to align with the cost of providing service, operational needs, infrastructure improvements, and long term sustainability.

Rates & Fees

Fixed Charges

  • Monthly Service Fee – This charge covers a portion of system operations and maintenance. It is a fixed monthly charge. Regardless of how much water you use, this fee remains the same each billing period.
  • Capital Fee – This charge includes all of the costs associated with the ongoing replacement and refurbishment of the water storage, treatment, and delivery facilities. It is a fixed monthly charge and are billed annually through your property tax bill.

Water Consumption Charges

  • Volumetric Water Charge – This charge helps cover costs associated with delivering water to your home.

Frequently Asked Questions About Your Bill

It is possible to receive assistance in paying your water bill through EOCWD, as mandated by Senate Bill 998. It puts forward that if you are a low-income customer with a signed certificate from your primary care provider, stating that the discontinuation of your water service would pose a serious threat to your health and safety, you may be provided with extended payment options to help you avoid termination of your water service.

Senate Bill 998, the Water Shutoff Protection Act, was signed by former Governor Jerry Brown in September 2018. SB 998 prohibits disconnection for nonpayment by any residential customer who has been delinquent for less than 60 days. It requires the water district give notice in writing or by telephone before disconnection. The district must also include an offer to discuss alternative payment methods or deferred payments, in addition to details pertaining to appeals and extensions. This information must be made available online for customers to access.

Yes, we accept checks as payment. You can pay be E-check (1% Service Fee) or send a check in the mail or bring it by our office.

There are several methods used to ensure that your e-Bill account information is secure:

  • Sign-in ID and Password: Your username and password are unique identifiers that only you know. If your username and password aren’t shared with anyone, no one can sign in as you.
  • SSL: We use SSL (secure sockets layer), which ensures that your connection and information are secure from outside inspection.
  • Encryption: We use 40-bit or 128-bit encryption (whichever your browser supports) to make your information unreadable as it passes over the Internet.

Service fees differ depending on the payment method chosen. When viewing the bill you wish to pay, the fee amounts associated with each method of payment are displayed just below the bill details.
