Founded in 1961, East Orange County Water District (EOCWD) was created to deliver reliable, community-focused water and wastewater services. For more than half a century, we’ve provided small-town service with a big commitment to transparency, fiscal discipline, and high-quality water.

5-Year Strategic Plan
Our vision, mission and values are the foundation for how we shape how we plan to support the long-term needs of the community. To put these principles into action and prepare for emerging challenges, the district follows a 5-Year Strategic Plan. The Strategic Plan provides a clear framework for setting priorities, aligning policies, and planning while maintaining transparency and accountability.
Meet Our Board of Directors
EOCWD is governed by a five– member Board of Directors elected by divisions. Our Board provides policy direction, financial oversight, and guidance on major projects and community insights.
Division Areas
EOCWD uses a by-division election system, meaning the District is divided into five geographic divisions. Each division elects one representative to serve on the Board of Directors. Candidates must reside within the division they seek to represent, and only voters within that division may vote for that candidate.

Meetings & Agendas
The East Orange County Water District is committed to transparency and open public engagement. Board and committee meetings are held regularly to review District operations, financial matters, projects, and policy decisions. Members of the public are welcome to attend scheduled meetings and review agendas posted 72 hours in advance.
Our Regional Partners
East Orange County Water District works closely with partners throughout the region to ensure we meet the long-term planning needs for the community we serve. These partnerships support water quality, system reliability, and emergency preparedness across the region.

Orange County Sanitation County
OCSD provides wastewater treatment services for EOCWD. Wastewater collected through EOCWD’s system is conveyed to OCSD facilities, where it is treated in compliance with state and federal regulations. Treated water is recycled for beneficial uses, including groundwater recharge, supporting water reliability throughout the region.

Metropolitan Water District of Southern California
MWD provides imported water supplies to the region, including Orange County, through a network of aqueducts and infrastructure. These supplies help supplement local water resources and support long-term reliability during dry conditions and emergencies.
