Founded in 1961, East Orange County Water District (EOCWD) was created to deliver reliable, community-focused water and wastewater services. For more than half a century, we’ve provided small-town service with a big commitment to transparency, fiscal discipline, and high-quality water.

What We Do

Wholesale Water Operations

We import treated water from Northern California and the Colorado River, and deliver it to it to 5 member agencies; City of Tustin, Golden State Water Company, EOCWD, City of Orange, and Irvine Ranch Water District.

Retail Water Service

We provide reliable, high-quality water directly to homes and businesses in our service area.

We maintain the sewer system in Improvement District No. 1, ensuring safe, reliable wastewater transport to Orange County Sanitation District in accordance with regulatory requirements.

5-Year Strategic Plan

Our vision, mission and values are the foundation for how we shape how we plan to support the long-term needs of the community. To put these principles into action and prepare for emerging challenges, the district follows a 5-Year Strategic Plan. The Strategic Plan provides a clear framework for setting priorities, aligning policies, and planning while maintaining transparency and accountability.

Division Areas

EOCWD uses a by-division election system, meaning the District is divided into five geographic divisions. Each division elects one representative to serve on the Board of Directors. Candidates must reside within the division they seek to represent, and only voters within that division may vote for that candidate.

Meetings & Agendas

The East Orange County Water District is committed to transparency and open public engagement. Board and committee meetings are held regularly to review District operations, financial matters, projects, and policy decisions. Members of the public are welcome to attend scheduled meetings and review agendas posted 72 hours in advance.

Board Meetings

The Board of Directors meets regularly on the 4th Thursday of each month at 4:00 p.m. Special Meetings are called as needed. Members of the public are invited to attend all Board meetings, which are held at East Orange County Water District, 185 N. McPherson Rd., Orange, CA 92869.

Engineering & Operations Committee

A committee comprised of two board members that reviews infrastructure projects, system operations, maintenance programs, and capital planning. Committee meetings are scheduled as needed to address operational policies.

Administration & Finance Committee

Board members appointed to this committee review budgets, financial reports, rates, administrative policies, contracts, and other business operations. The committee meets as needed to support timely financial oversight.

Our Regional Partners

East Orange County Water District works closely with partners throughout the region to ensure we meet the long-term planning needs for the community we serve. These partnerships support water quality, system reliability, and emergency preparedness across the region.

MWDOC supports EOCWD by coordinating regional water supplies and replenishment. As our imported water wholesaler, MWDOC helps ensure supply planning, investments align for our local agencies servicing communities throughout Orange County.

OCSD provides wastewater treatment services for EOCWD. Wastewater collected through EOCWD’s system is conveyed to OCSD facilities, where it is treated in compliance with state and federal regulations. Treated water is recycled for beneficial uses, including groundwater recharge, supporting water reliability throughout the region.

OCWD manages and protects the regional groundwater basin that supplies water to EOCWD and other local agencies. Through basin replenishment, water quality protection, and long-term resource management, OCWD helps ensure a sustainable and high-quality groundwater supply.

MWD provides imported water supplies to the region, including Orange County, through a network of aqueducts and infrastructure. These supplies help supplement local water resources and support long-term reliability during dry conditions and emergencies.
